As reported, the
USPS for the last five (5) years has been working on evolutionary
changes to its networks due to pressure from the U.S. Congress
and the General Accountability Office (GAO). The GAO has cited
overlapping transportation, low vehicle utilization and other
inefficiencies with the USPS networks and the U.S. Congress
has mandated the USPS to report to it by June 18th of this
year as to what it intends to do to improve the network. After
years of attempting to make the necessary changes in-house,
the USPS had determined that the best way to go is to contract
out its BMC network to one supplier which would include the
inter & intra transportation in the network. The USPS
is planning to issue an RFP in May of this year to seek one
supplier to provide a time definite surface network to replace
its existing BMC network. This will impact many of our contractors
and we are working hard to convince the USPS to exclude transportation
from any RFP and to continue to control this transportation
as it does now.
Members should stay in contact with the Association to learn
of the outcome of the RFP.
The 2008 renewal guideline and 2008 wage determinations are
published elsewhere on our website as well as monthly DOE
fuel indexes. Other links are also available to you should
you decide to use them. The Association is continuing its
efforts to seek economic adjustments and indemnity payments
to contracts but the USPS tells us its revenue is down $200-300
million a month making economic adjustments any time soon
problematic.
We continue to state our opposition to anti-highway contract
legislation pending in Congress and at this point we find
this legislation being contained. We will continue our oversight
of this deleterious legislation.
