However, in 2009 the USPS faced a financial crisis of an unprecedented nature. Due to the lack of volume and the downward economy the USPS projected a loss of 7 billion dollars for the fiscal year. We helped to pass H.R. 22 which saved the USPS some 4 billion dollars so the 2008-2009 deficit was only 3 billion dollars but a $7 billion deficit is again predicted for the 2009-2010 budget. As a result of the USPS dismal financial situation all entities dealing with the USPS were called upon to cut their costs. This had a devastating effect on our Highway Contractors at renewal as the USPS would not consider the increase in wage determinations in the renewal contracts. We have met with the Postmaster General and the Deputy Postmaster General and have requested relief from some of the anti-adjustment rules so that contractors can get some needed contract increases to continue to provide excellent transportation with certainty, celerity and security. We will be advising over 2010 any concessions we have garnered in this area.
Anti-Highway Contractor Legislation continues to be pending in the US Congress and we are continuing our efforts to see that they don’t pass. The legislation, if passed into law would prohibit the USPS from contracting out certain transportation routes. Voyager cards and reconciliation of fuel costs is an ongoing bone of contention and we are working to improve the system.
