"In 2010 the Association continues to encounter many challenges facing it with respect to the industries future with the USPS. In the past we have had some successes on behalf of our membership, foremost of which was having the USPS adopt our suggestion to change the DOE quarterly fuel index for adjusting fuel costs to the use of a monthly one. Also, to permit CDS Contractors to recertify their fuel costs as of January 2008. We were also able to have Sprint Nextel and AT&T provide cell phone accounts to our members as they do for the USPS. The USPS also abandoned its proposal to issue an RFP to outsource its BMC Network to a private contractor. This would have included Intra and Inter Transportation. Needless to say we and others lobbied hard in Congress against this proposal and along with economic and other factors were partly responsible for the USPS dropping this proposal. This change was huge as many, many of our contractors would have been out of business had the RFP resulted in a contract award. Instead the USPS has come up with Network Distribution Centers to replace the ‘Bulk Centers and this fact seems to be working well with the USPS using incumbent contractors to transport the mail over the network."
